Animal Control

The Community Service Officers are responsible for enforcing all animal control laws. They respond to all animal complaints and may issue citations for violating city ordinances. The links below will help answer some of your questions; however, feel free to contact the Community Service Officers at 952-227-1607 or via email for more information. To report an animal violation in progress, please call the Carver County Sheriff's Office at 952-361-1231 and the appropriate personnel will be dispatched.

Pets

Licenses: The City of Chanhassen no longer licenses dogs or cats, but both cats and dogs are required to have some identification on them that would assist animal control in contacting the owner. Types of identification include microchips, veterinarian-issued rabies tags, or any tags or collars with contact information and phone numbers inscribed on them.

Rabies Vaccination: All dogs and cats over six months of age and kept as a pet are required to be vaccinated against rabies.

Limits on Number of Pets: Any household with more than two (2) dogs, more than three (3) cats or any combination of four (4) or more dogs or cats over six (6) months of age is required to obtain a private kennel permit.

A private kennel permit costs $25 and must be renewed annually on January 1. Once an application and fee for a private kennel permit is received, a Community Service Officer will conduct an inspection of the property to review the animals' living conditions to ensure that they are well cared for. If the inspection is approved, the permit is granted.

Commercial kennel permits are also required for commercial kennels located within the city. Upon receipt of the application and fee, the property will be inspected to ensure it meets all city code requirements. Additionally, the city will place an ad in the Chanhassen Villager announcing that an application has been received and that residents have ten days to comment on the request. If the inspection is approved and no comments are received from the public, the permit will be issued. If negative comments are received from the public, the City Council will review the matter at a regular meeting and determine if the permit will be issued.

To apply, download the appropriate Kennel Permit application form (Private or Commercial), fill it out and mail or drop it off at City Hall, 7700 Market Boulevard, P.O. Box 147, Chanhassen, MN 55317 along with the $25 fee. For more information, call 952-227-1100.

Animal Complaints

Dogs & Cats at Large: No dog or cat may run at large in the city. Pets must be restrained at all times when off the owner's property. To report a stray animal, call the Community Service Officers at 952-227-1607 or email them. After hours, on weekends or holidays, you may call Carver County Dispatch at 952-361-1231 to see if your pet has been picked up.

Barking Dogs: Dogs are prohibited from barking excessively. What does that mean? Generally, on-again/off-again barking that occurs regularly during the day or evening is excessive, as is non-stop barking that exceeds five minutes with one minute or less lapse of time without such noise during the five-minute period. If you're a "victim" of a neighbor's barking dog, try talking with the owner before calling in a complaint. A friendly chat may quickly resolve the problem on neighborly terms. If a complaint is necessary, please call the Carver County Sheriff's Office at 952-361-1231 and the first available officer will respond.

No Pets in Parks: City Code prohibits pets from being in Chanhassen's community parks and neighborhood parks, except for when leashed and on trails that pass through parks. This does not apply to properly harnessed or leashed service animals.

Waste Clean-up: The owner or person in control of an animal shall immediately remove any waste left by the dog not on the property of the owner or the person in control of the animal. A person walking a dog off the owner's property must have in their possession equipment for picking up and removing the waste.

Cruelty to Animals: Community Service Officers enforce all state and local cruelty laws. Call the Carver County Sheriff's Office at 952-361-1231 if you witness cruelty to an animal. You can remain anonymous.

Animal Bites & Agressive Animals

All animal bites must be reported! Chanhassen Community Service Officers respond to all bites and aggressive animal calls, and encourage all citizens to be proactive by reporting incidents of aggression to help avoid future occurrences. If you are a victim or a witness to an aggressive animal issue, no matter how minor, report it immediately by calling 911.

If you have a non-emergency question regarding animal bites or aggressive animals, call the Community Service Officers at 952-227-1607 or email them.

Wild Animal Information

Residents have the right to remove certain wild animals causing damage on their property. Unfortunately, the city does not have the manpower or the equipment to deal with nuisance wildlife issues in Chanhassen. You can either contact a pest control company listed in the yellow pages or remove the animal yourself with a live trap. For more information regarding nuisance wildlife issues, see the links below.
