Public Hearings
Agenda items identified as Public Hearings are formal proceedings that give citizens an opportunity to comment on a specific issue. By law, the City Council is required to hold public hearings on the annual budget, public improvement projects, street & utility vacations, liquor license applications, and levying of special assessments. Development-related items have public hearings at the Planning Commission level, and therefore are not required to have a formal public hearing before the City Council. However, the Council usually affords the public the opportunity to speak to these issues. The Council tries to complete action on each agenda item; however, the hearing or discussion my be "continued" to later in the meeting or to a future meeting date.
Public Hearing Procedure
- Staff describes the proposal and the applicant makes presentations if appropriate.
- Public comments are given.
- The public hearing is "closed" and no additional public comments will be heard.
- Council members discuss the issue.
- Council takes action on the issue. Only Council members may make motions, vote, or participate in Council discussions.
Public Hearing Notices
Public hearing notices are required by Minnesota State Statute to be published in the City's official newspaper, the Chanhassen Villager, and are also mailed to all property owners within 500 feet of the subject property.
