The following is a list of the various permits and licenses issued by the city. Click on each link for more information and/or a permit application form.
Animal Licenses
Dogs and cats are not required to be licensed; however, they must be vaccinated against rabies and wear identification (tags/collar/microchip). Click here for details.
Building Permit
Building Permits are required for many projects, including, but not limited to, new construction, additions, alterations, decks, finished basements, pools, demolition, roofing, siding, and window replacement. Visit Building Inspections for additional forms that may be required.
Canoe Rack Permit
Canoe rack permits are issued for Lake Ann, Lake Susan, Carver Beach. This permit allows residents to store a canoe at any of these locations for the summer season.
Comprehensive Plan Amendment
This is required when a property owner petitions the city to request a land use change that is different than the City’s Comprehensive Plan guide.
Conditional Use Permit
A conditional use permit is required when a use (or occupation) is not usually allowed within the zoning district, but may be allowed with certain conditions. Click on this link for a list of uses.
Underground Construction of Utilities within Right-of-Way
This permit allows for underground construction/placement of utilities to occur within the city’s right-of-way.
Work in the Right-of-Way
This permit allows for work within the city’s right-of-way.
Driveway Permit
This permit allows for installation of a driveway within the city’s right-of-way.
Electrical Permits
Electrical permits are required for all electrical wiring. Permits are not issued by the city, but by the State Board of Electricity.
Excavating/Grading
An excavation permit is required for any grading activity, hauling or depositing of material, or ground/soil disturbance in excess of 50 cubic yards (approximately 5 truckloads).
Fire Alarm Permit
This permit is required for the installation of fire alarm systems in commercial/industrial buildings and apartment buildings.
Fire Sprinkler Permit
Any installation, alteration, or repair to a fire suppression system (sprinklers) in a commercial/industrial building or apartment building requires a permit.
Fireworks Permit
This annual permit is required for all businesses wanting to sell legal fireworks.
Heating, Ventilation & Air Conditioning (HVAC)
Heating, Ventilation and Air Conditioning (HVAC) Permits are required for most HVAC work, including the installation or replacement of a furnace, air conditioner, fireplace, wood stove, or HRV unit.
Hunting Permit
Hunting is allowed in a few areas of the city. A permit is required for shotgun or bow hunting and the application form requires the landowner’s signature. Please contact Carol Dunsmore at 952-227-1181 for more information.
Interim Use Permit
An interim use permit is required when a use (or occupation) is not usually allowed within the zoning district, but may be allowed with certain conditions for a limited or specified time period. Click on this link for a list of uses.
Kennel Permit (Commercial)
A commerical kennel permit is required for commercial kennels (non-residential).
Kennel Permit (Private)
A non-commerical kennel permit is required for residents with more than two (2) dogs, more than three (3) cats or any combination of four (4) or more dogs or cats over six (6) months of age. This applies even if the animals are strictly indoor pets.
Loud Speaker Permit
A loudspeaker permit is required if a resident is allowing a musical band, DJ, sound-making or sound-reproducing device on public or private property.
No Parking on City Streets, Temporary Lifting of Restrictions
This permit allows on-street parking in a no parking zone on a temporary basis.
Placement of Material or Equipment on City Street
This permit allows for the placement of material or equipment (i.e. automobile, boat, trailer, recreational vehicle, dumpster, storage container, construction equipment, construction materials, or landscape materials) on a City Street.
Planned Unit Development
An application for a Planned Unit Development (PUD) may be made when a rezoning is required. A PUD provides flexibility from normal development standards in anticipation of a higher quality development.
Plumbing Permit
Apply for a plumbing permit if you are installing new plumbing or altering an existing system.
Rental Housing
A license is required for all rental property.
Rezoning
A rezoning request is required to change the zoning and use (or occupation) of a parcel of land.
Road Weight Restrictions
Each year during the spring thaw, road weight restrictions are imposed to protect the roadways. Permits are only issued to moving vans.
Sign Permit
A sign permit is required for the installation of signage.
Sign Plan Review
A sign plan review is required to ensure uniform sign design in commercial/industrial centers and multiple-family buildings.
Site Plan Review
Required for new buildings and expansions to commercial/industrial buildings.
Solicitors Permit
Anyone selling goods or wares, or requesting donations door-to-door or business-to-business is required to apply for a solicitor’s permit. This does not apply to political campaigns or children under age 18 who are soliciting for school sponsored activities.
Sprinkling Permit for Watering Lawns
Odd/even sprinkling restrictions are in effect annually between May 1 and September 30. Temporary permits are issued for homes with new sod or seed.
Stable Permit
A stable permit is required for anyone who owns or boards a horse in the city.
Street Closure for Neighborhood Events
If you’re having a neighborhood party, a street closure permit may be issued for low-volume residential streets, dead-end streets, and cul-de-sacs.
Subdivision
An application for a subdivision must be submitted when dividing a parcel into two or more lots.
Subsurface Sewage Treatment System (Septic)
This permit is required if you are installing a septic system on your property.
Temporary Sales/Event Permit
A temporary sales permit is required for temporary outdoor promotional and sales activity.
Vacation of Right-of-Way/Easements
A vacation request is usually required when replatting parcels or when an owner has abandoned their interest in the easement or right-of-way.
Variance
A variance may be required for the construction of a deck, addition, garage, etc. if the standard setbacks are not met. Click here for more information.
Wetland Alteration Permit
Apply for a Wetland Alteration Permit if you plan to alter a wetland in any way.
Zoning Ordinance Amendment
A Zoning Ordinance Amendment is required for any modification to the Subdivision and Zoning chapters of the City Code.
Zoning Permit
